Not knowing how to swim, she had filled her skirt with sand so that she could spread it to cross the cove. Losing her way, and running out of sand, drowned. The sand seen today is apparently what is left of her story. As you walk on the sand, the water can go knee deep. From the shore, it looks as though people are actually walking on water.
